My Lord,
In reply to Your Lordship's Des❤
-patch No. 178 of the 11th. ultimo, I have the honour to
state that the Legislative Council was satisfied that the
provisions of Section 6 of the Ordinance afforded suffici-
-ent protection to the existing Trade in intoxicating
Liquors against excessive and arbitrary increase of
Licence Tees.
2.
The provisions of Section 7 were
made wide in order to cover cases in which Licences of new
descriptions for the sale of intoxicating Liquors might be
applied for, as in the case of the Brewery Licences for
which the special legislation by the Ordinance No. 8 of
1908 had to be enacted.
3.
The fees for such new forms of
licences will be fixed on the lines of those imposed by
the Legislature for the older forms of licences and it was
considered that in the circumstances they might with safety
be left to the discretion of the Governor-in-Council.
